Report of Director of Resources.

Consideration was given to a report detailing the actual capital programme expenditure and financing position as at 30^th November 2008, committed expenditure, probable outturn spend as at 31^st March 2009, commitments carried forward in 2009/10 and estimated budget savings and pressures. Specific reference was made to Table 2 which summarised the actual spend up to November 2008 across all portfolios.

Members noted that the gross spend in the first eight months to 30^th November, 2008 was £10.201m against the capital programme budget of £26.422m which represented 39% of the total budget.  In addition some £5.703m of spend was committed giving a total of £15.904m of actual and committed spend, or some 60% of the total budget.

It was anticipated that some £2.791m would need to be carried forward into 2009/10 to enable the agreed capital programme to be completed. Therefore, the total revised estimated cost of the programme was £26.161m, compared to the budget of £26.422m, a saving of £0.261m.

RESOLVED :                  1.   That the updated eight month spend position to 30^th November 2008 and the amendments to the Capital Programme and of the probable outturn position and commitments carried forward until 2009/10 be noted.

2.      That further reports be submitted to Cabinet and all Strategic Working Groups detailing the position as at 31^st December 2008, in line with the budgetary control monitoring arrangements.
