1. To present Cabinet with 2007/08 final performance for Best Value Performance Indicators (BVPIs).
Background
2. With the introduction of the new national performance framework for local government, 2007/08 is the last year for BVPIs. Statutory reporting from 2008/09 onwards will consist solely of the new National Indicator Set (NIS). Local Authorities are required to report the final year of BVPI performance by the end of June 2008.
3. Appendix A provides the year end performance for all BVPIs and will be published as an appendix to the Corporate Plan 08/09 to fulfil our statutory obligations.
4. An Annual Report providing commentary on achievements, performance and financial management for 2007/08 will be prepared for Cabinet’s consideration in July/August.
BVPI performance
5. County Councils are required to report against ninety BVPIs for 2007/08. Appendix A contains detailed performance information for each BVPI and Fig 1 below provides an overview of direction of travel. 61% of BVPIs showed improvement over that reported for 2006/07.

Recommendations
Cabinet is recommended to:
o Note performance of all statutory BVPIs for 07/08 prior to final submission to the Audit Commission
o Agree to publish BVPI performance for 07/08 on the Council’s website as an appendix to the Corporate Plan 08/09
o Agree to receive an Annual Report 07/08 incorporating performance and financial information in due course.
