Purpose of the Report

1 To present a draft version of the Council’s Annual Report for 2007/08. A version is currently being designed for publication and the final document will be available by the end of August 2008.
Background

2 Each year the Council prepares an Annual Report which looks back at the financial and operational performance of the authority for a particular financial year.
3 The Annual Report provides details of actual performance against the Council’s plans for improvement and priorities set out in the Council’s Corporate Plan, which is prepared in advance of the year end. All members and service management teams have been provided with copies of the 2008/09 Corporate Plan and an electronic version is available on the Council’s website.
4 The Annual Report also includes a Summary of the Accounts for 2007/08 to provide a brief overview of the Council’s financial position as at 31 March 2008. The full Statement of Accounts will be available on the Council’s website from 30th September.
Performance 2007/08

5 The attached draft Annual Report 2007/08 represents the backward look at last year and contains examples of achievements during 2007/08 in relation to the Council’s five high level outcomes: Healthier Communities, Safer Communities, People Enjoying, Achieving and Making a Positive Contribution, Economic Wellbeing and an Improved Environment. It also contains our final outturn for BVPIs in 2007/08.
Financial Performance 2007/08

6 Each year the Council is required to publish the Statement of Accounts. This is a technical document prepared in accordance with professional guidance and legislation. The purpose of the Annual report is to provide summarised financial information in a ‘user friendly’ format to explain the resources available and how they are used to deliver services and achieve planned priorities.
7 The accounts included at this stage are subject to audit. The final version of the Annual Report will include a summary of the County Council’s published and audited accounts.

Recommendations

8 Cabinet is asked to;
o endorse the draft Annual Report prior to final publication
