AT A MEETING of the CABINET held at the County Hall, Durham on THURSDAY 18 December 2008 at 10.00 a.m.

Other Members:

Apologies for absence were received from Councillors Hodgson and Hovvels.


A1 Minutes

The Minutes of the meeting held on 4 December 2008 were confirmed as a correct record and signed by the Chairman.

A3 LGR Update

The Cabinet considered a Report of the Chief Executive (for copy see file of Minutes)

Resolved:
That the report be noted.


A4 Equality and Diversity Steering Group Report

The Cabinet considered a Report of the Equality and Diversity Steering Group and the Acting Director of Corporate Services (for copy see file of Minutes) providing information from all Services for the second quarter of 2008/09, together with a more general update on equality and diversity.

Resolved:
That the report be noted.


A5 School Organisation: Bishop Barrington and King James I and the Competition Process for New Schools
[Key Decision LLL/CYPS/14/08].

The Cabinet considered a Report of the Corporate Director, Children and Young People’s Services (for copy see file of Minutes) providing the outcomes of recent consultation on the proposal to re-organise Bishop Barrington School and King James I Community Arts College into one new secondary school from 1 September 2013, and seeking authority to move to the next stage in the process, to issue an ‘invitation to bid’ notice inviting proposers to express an interest in providing the new school, as part of the new competition process prescribed by the Department for Children, Schools and Families (DCSF).

Resolved:
1. That the responses to consultation be noted and approval be given to move to the next stage to issue an 'Invitation to Bid' notice as the second stage in the competition process outlined in paragraph 15 of the Report.

2. That it be agreed that the County Council does not enter the competition for the proposed new school in Bishop Auckland. 3. That the advantages and disadvantages of entering the competition for
each proposal in the future, continue to be examined on an individual basis to allow local circumstances to be taken into account.


A6 Young People not in Employment (NEET)

The Cabinet considered a Report of the Corporate Director, Children and Young People’s Services (for copy see file of Minutes) providing a response to the recent Overview and Scrutiny Report on Young People Known Not to be in Employment, Education, or Training (NEET), which sets out the areas which the Children’s Trust has taken forward, those that are planned as well as activities which require other County Council services and/or Partnerships to consider.

Resolved:
That the recommendations in the Report be agreed.



A7 Durham County Council Parking Strategy
[Key Decision Env/EN/12/08].

The Cabinet considered a Report of the Corporate Director, Environment (for copy see file of Minutes) about a Parking Strategy to assist in the delivery of key objectives for town centres as set out in the Local Transport Plan which has been developed through consultation with key partners including the Police, Chamber of Trade, and parking enforcement contractors.

Resolved:
That the recommendation in the Report be agreed.


A8 Local Transport Plan 2 - Community Transport Grants Year 3

The Cabinet considered a Report of the Corporate Director, Environment (for copy see file of Minutes) seeking authority to distribute capital grants to Community Transport schemes in the County from funding allocated under the Integrated Transport Block of the Local Transport Plan 2 (LTP2).

Resolved:
That the recommendations in the Report be agreed.


A9 Exclusion of the Public

Resolved:
That under Section 100 A (4) of the Local Government Act 1972, the public be exclude from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Schedule 12 A to the said Act.


B10 Contract for the Provision of Handyvan and Minor Adaptations Service across County Durham

[Key Decision SHSC/A&CS/10/08].

The Cabinet considered a Report of the Corporate Director, Adult and Community Services (for copy see file of Minutes) about the award of a contract to Three River Housing Association for provision of Handyvan and Minor Adaptations Service across County Durham.

That the recommendation in the Report be agreed.
