DURHAM COUNTY COUNCIL
At a Meeting of the
County Council held at the County Hall, Durham on
Wednesday 7 November 2007 at
10.00 a.m. Present: Councillor L O’Donnell in the Chair
Councillors Armstrong, Barker, Bell, Bowman, C Carr, R Carr, Chaplow, Chapman, Coates, Cordon, Cox, Davies, Douthwaite, Fergus, Forster, E Foster, N C Foster, Gray, Holroyd, Iveson, Lethbridge, Magee, Manton, Marshall, Meir, Morgan, Myers, Nicholls, Nugent, Ord, Pendlebury, Porter, Robson, Shuttleworth, Simmons, Southwell, Stelling, Stradling, Tennant, Vasey, Walker and Williams.
Apologies for absence were received from Councillors Ebbatson, Freeman, Hodgson, Hunter, Martin, Mason, Priestley and Young.
A1 Minutes The Minutes of the meetings held on 1 August and 25 September 2007 were confirmed by the Council as a correct record and signed by the Chairman.
A2 Declarations of Interest There were no declarations of interest in relation to any business on the agenda.
A3 Chairman’s Announcements (a) Welcome The Chairman extended a warm welcome to students from Seaham School of Technology who were attending as part of the Council’s ongoing Local Democracy Programme.
(b) HM Armed Forces Veteran’s Badge The Chairman reported that Councillors Pendlebury, Porter and Southwell had each been presented with the HM Armed Forces Veteran’s Badge in recognition of service to their country and as a visible recognition of being a veteran.
Resolved: That the Council record its appreciation to Councillors Pendlebury, Porter and Southwell for the service they had given.
(c) Corporate Parenting Panel The Chairman reminded all Members that Corporate Parenting Introductory and Refresher training would take place in the Council Chamber at 11.00 a.m.
A4 Awards The Council celebrated the achievement of the following awards and the Cabinet Members concerned each briefly explained the background
(i) Towards Class A Award for Energy Efficiency
(ii) Sustainable School Award - Cassop Primary School

Resolved: 1. That the Council place on record its congratulations and appreciation to all concerned for their efforts and achievements.
2. That representatives from Cassop Primary School be invited to a future meeting to give a presentation on their acheivements
A5 Questions from Members There were no questions from Members
A6 Questions received from the Public Eight questions had been received from six members of the public, summarised as follows:-
· highways matters relating to the Road B6288
· maintenance of the roadway leading from Middlestone Village to the Leasingthorne Road
· the Every Disabled Child Matters campaign
· the possible Durham City Northern Relief Road.
· National Car Parks in Durham
Responses were provided to each question by the relevant Cabinet Member. In addition the Council was advised that detailed written responses would be subsequently provided to every questioner and published on the Council’s Website.
On behalf of the Council, the Chairman thanked the members of the public for taking the time and effort to submit their questions and attend the meeting.
