                  Item: A5 Interim Arrangements for the Discharge of Functions for the period between the County Council elections and the reconstitution of Council Bodies

Purpose of the Report

1. To seek delegated authority for the discharge of County Council functions in the period between the County Council elections and the reconstitution of Council bodies.

Recommendation

2. On 5 May 2008, with the exception of the Chairman and Vice-Chairman of the Council, all Members of the County Council will retire from office. In order to ensure that adequate arrangements are in place to enable urgent business to be dealt with during the period from 5 May upto the Annual Meeting of the County Council (date to be confirmed), the Council is recommended to delegate authority (as in previous election years) to the Acting Chief Executive, the County Treasurer and myself, in consultation with the Chairman or Vice-Chairman of the Council (who remain in office until the first annual meeting of the new Council) to take any urgent action necessary in the interests of the Authority.

3. It is further proposed that this delegation be continued during the period from the Annual Council Meeting until the appropriate Council bodies are re-constituted and that in that period the Members to be consulted would be the new Chairman or Vice-Chairman of the County Council.
