Purpose of the Report

1. To adopt a blueprint for the new unitary council.

Background
2. As part of the programme for transition to the new unitary council from 1 April 2009 a series of workshops have been held with Cabinet Members in order to inform the preparation of a high level blueprint document which sets out the ‘desired end state’ design for the new council and describes the nature of the transformation and new ways of working.

3. In conjunction with this, a wide ranging public and stakeholder consultation exercise has been undertaken about the geography, form and function of Area Action Partnerships (AAPs), as proposed in the LGR submission.

4. The blueprint is intended to provide the link between the LGR bid submission and the detailed design stage. It will set the context and high level design framework within which the more detailed design activity and a future improvement programme will take place.

Proposed Blueprint

5. At a meeting on 18th September 2008 the Cabinet considered a report which included a draft of the blueprint together with details of the findings of public and stakeholder consultation on Area Action Partnerships, focusing on the options which emerged around the geographical areas, and issues to be taken into account in deciding the name of the new unitary council.

6. The Cabinet resolved that the County Council be recommended to approve the following:

(a) That the 14 geographical focal points for Area Action Partnerships be:
· Bishop Auckland
· Chester-le-Street
· Consett
· Crook/Willington
· Durham
· Easington
· Ferryhill/Chilton
· Lanchester/Durham Rural West
· Newton Aycliffe
· Sedgefield Rural Corridor/Durham Rural East
· Spennymoor
· Stanley
· Teesdale-(based around Barnard Castle)
· Weardale- (based around Stanhope)
(b) That the working title of the unitary council be “Durham County Council”.
(c) That the blueprint be updated to include the recommendations relating to Area Action Partnerships and the name of the unitary council as set out above and also to include appropriate textual refinements, and as such be submitted to the County Council for adoption.

8. Members are recommended to adopt the blueprint (please see the attached PDF at the foot of this page)
