Work Programme

Report of Head of Overview and Scrutiny

Purpose of the Report

1 To give consideration to the Work Programme for the SubCommittee.

Background

2 Under the new Constitution, the Sub-Committee, following consultation with the Chairman and Vice Chairman of the main Committee, sets its work programme.

3 The work programme provides the opportunity to plan the work load of the Sub-Committee. This, however, needs to be continually reviewed but provides a guide in terms of Forward Planning and Project Management.

4 Possible subject areas for the Sub-Committee’s work programme in 2005/6 were considered at a Member Development Session in 2005. This involved consideration of the Priority Areas for Improvement in relation to the Economy Agenda. After further discussions, it is proposed that the following project should be investigated.

Assistance to build the Tourism sector in County Durham - this is one of the improvement priorities for the Council. The Strategic Vision for County Durham (the statutory Community Strategy which influences the County Council’s work with its partners) seeks to ensure that County Durham takes full advantage of the opportunities to increase tourism and bring increased investment and economic activity. The Northumbria Tourist Board has now been replaced by One North East in terms of the regional approach to tourism and the timing of this investigation might well be appropriate.

5 The Sub-Committee will also be reviewing previous projects particularly an investigation into training initiatives involving apprentices.

6. The Chairman and Vice Chairman of this Sub-Committee and the Main Committee will be meeting with relevant officers to keep in touch with major issues affecting the economy of the County. The last briefing meeting covered discussions about Durham City, the Northern Way and the Regional Spatial Strategy, issues considered by the County Durham Development Company and the Regional Image Strategy relating to tourism.

Recommendation

7 You are recommended to agree that a project about tourism should be undertaken and to note the attached work programme.
