Report of the Head of Overview and Scrutiny


Purpose of Report


1. To provide information about the Durham County Waste Management Company.

Background

2. The Durham County Waste Management Company was set up by the County Council as a requirement of legislation in 1990. It is referred to as a company under local authority ‘control’. This means that special rules apply to it and it is also restricted in relation to some of its powers.

3. The attached note provides some detailed information about the Company which hopefully will provide some background information to assist in understanding the relationship between the County Council and the Company and also a broad view about its activities. This note has been prepared following a number of queries from members of this Sub-Committee who were seeking additional information.

4. Currently, the Company does not report annually to the Cabinet. Following discussions with the Company, it is now proposed that an Annual Report should be presented to Cabinet to provide a regular basis for information to be provided to Council Members. The Company operates in a competitive environment and obviously the report to Cabinet will need to respect commercial sensitivities.

Recommendation

5. You are asked to note this information and the introduction of a regular report to Cabinet from the Company.
