Overview and Scrutiny Committee -
Planned process for urology consultation

Public consultation on a proposal to establish a single urology service across Wearside, South Tyneside and County Durham is now scheduled to begin in November. Urology is a medical word for problems with the kidney, bladder and other related organs.

These proposals would affect services at University Hospital of North Durham (including Shotley Bridge and other community hospitals); Bishop Auckland General Hospital; South Tyneside General Hospital; and Sunderland Royal Hospital.

Under these proposals, patients would still be treated at their local hospital most of the time, because specialists would travel between hospitals for:
  • outpatient appointments;
  • day surgery (operations which don’t usually mean an overnight hospital stay); and
  • follow up appointments.

Inpatient operations would take place at a new specialist centre for urology surgery at Sunderland Royal Hospital. This would affect about 1,500 patients each year.

Reasons for change
Reasons for change include:
  • Meeting national cancer guidelines on the size and workload of units
  • Offering a wider range of services to all patients
  • Attracting specialist staff

Consultation process
Consultation will be led by Durham and Chester-le-Street PCT. It will cover the PCT areas affected by the establishment of the new service. These are:
Durham Dales PCT Sedgefield PCT
Durham and Chester-le-Street PCT Sunderland Teaching PCT
Derwentside PCT South Tyneside PCT
Easington PCT


The consultation period will be three-months. A consultation document will be produced, as well as a briefer leaflet version. A series of public meetings is proposed, one in each PCT area. Groups/stakeholders will be sent copies of the consultation document and invited to the public meetings. This will include:

  • District Councils
  • Groups from PCT networks considering: cancer related organisations; Age related organisations; Carer related organisations
  • Members of the public already involved in the process

PPI Forums of all affected PCTs and NHS Trusts will also be consulted.

In addition, three pieces of PPI work are being carried out:
  • Survey of outpatients at UHND and Bishop Auckland Hospitals
  • Survey of patients from County Durham who have already travelled to Sunderland for inpatient care
  • Focus groups using patients from the survey of patients above

Particular attention is being given to transport issues in this work.

A presentation will be made to the OSC at the end of the consultation process, outlining the response to consultation.

The OSC is asked for its comments on this consultation process.

Consultations - Joint Committee Arrangements

Report of Head of Overview and Scrutiny

Purpose of the Report

1. To explain that a number of consultations from Health bodies will be undertaken in the near future which will involve setting up a Joint Committee in accordance with statutory guidance. The Sub-Committee needs to delegate its consultation powers to these Joint Committees.

Background

2. The legislation relating to Scrutiny makes it clear that where proposals from Health authorities will affect more than one Scrutiny Committee, a Joint Committee may be required to be set up to avoid duplication.

3. In setting up a Joint Committee, the Overview and Scrutiny Committee is required to delegate its formal consultation role to the Joint Committee. There are a number of consultations in the near future where a Joint Committee will be required which are set out below.


Tees Review

4. A major review of hospital services in the Tees Valley area which will affect Easington and Sedgefield is proposed later this year.

5. It is understood that the Tees Valley authorities, particularly Hartlepool Borough Council and Stockton Council will form part of a Joint Committee which will deal with the consultation proposals from the Health authorities. Durham County Council’s Health Scrutiny Sub-Committee will be participating in this Joint Committee. It is expected that three representatives from this Sub-Committee will be invited to serve on this Committee.

6. The full Health Scrutiny Sub-Committee has also asked for a presentation about this proposal during the consultation process from the Easington and Sedgefield Primary Care Trusts so that all Members of the Health Scrutiny Sub-Committee will be aware of the implications.

Mental Health Services - Tees and North East Yorkshire Health Trust

7. Two proposals from the Tees and North East Yorkshire Health Trust will affect Mental Health Services in the Easington District Area.

8. In general, it is expected that there will be a proposal for a replacement facility for three wards at Hartlepool General Hospital and a replacement of the St. Lukes Hospital. These proposals are to be put forward as significant improvements in services.

9. Again, a request has been made for a presentation to the Health Sub-Committee about the implications, but the formal consultation will take place through a Joint Committee on which the Sub-Committee will be represented. It is again expected that three representatives will be invited to serve on this Sub-Committee.

10. It is necessary to pass a formal resolution to appoint the Joint Committee to carry out the statutory consultation.

Recommendations

11. You are recommended to delegate to the proposed Joint Committees the formal consultation functions of the Health Scrutiny Sub-Committee in accordance with the legislation and to delegate to the Chairman and Vice Chairman the nomination of representation on the Joint Committees.
