NHS Constitution


Purpose of the report

1. The purpose of the report is to advise JHOSC of the Government’s consultation on the NHS Constitution; to outline the purpose and content of the constitution, and to advise Members of how the JHOSC will respond to the consultation.
Background

2. A Constitution for the NHS was published by Government on 30th June for consultation - and this is ongoing until 17th October. The Constitution sets out the principles and values that will guide the NHS as well as setting a number of rights and pledges for patients and staff. The consultation document also asks for responses to a series of questions.

Information

3. A copy of the consultation document A consultation on the NHS Constitution was circulated to JHOSC members as well as the summary leaflet Its your NHS asking Members consider the document and forward any comments by Monday 15 th September. These would form the form the basis of discussion at the Joint Health Overview and Scrutiny Committee meeting on 29 th September.

Comments received indicated support for the Constitution and the principles set out in it.


Seeking further views from JHOSC and responding to the consultation

4. In order to capture any further views from JHOSC Members David Gallagher, Director of Corporate Strategies, Services and Relations at NHS County Durham (County Durham Primary Care Trust) will briefly outline the Constitution and the consultation.

In addition the Chair and Vice Chair are attending a Regional NHS event on the NHS Constitution and will feed in views expressed by JHOSC Members.

Members are encouraged to forward any view they wish to make - and a response will be submitted prior to the deadline reflecting all views received.

Recommendation

(i) That the JHOSC welcomes the consultation on the NHS Constitution and approves the collation of views to inform a response on its behalf.
