                  Item: A2 Review of Traffic Regulation Orders for Crook, County Durham

1.0 Purpose of the Report

1.1 To consider the implementation of revised traffic regulation orders within Crook (see attached plan A) and to advise Members of an objection to the above scheme (see attached plan B).

2.0 Background

2.1 The decision to review the traffic regulation orders has been made to ensure that waiting / parking restrictions comply with the current legislation. In addition to the review of existing orders, a number of additional restrictions have been proposed.

2.2 In summary the amendments to the existing traffic regulation orders are detailed below:

· Extension of existing restrictions on Croft Street.
· Removal of short section of 8am-6pm restriction on Elliott Street, this is to be replaced with a no waiting at any time restriction.
· All existing restrictions in Whitfield Street, Kellett Square and the rear of Hope Street to be amended to 9am-6pm Mon - Sat.
· Removal of short section of 8am-6pm restriction on Queen Street, this is to be replaced with a no waiting at any time restriction.
· Extension of no waiting at any time restriction on Addison Street/ Albert Street car parks to protect the car park entrances.
· Provision of a no waiting at any time restriction on the junction of Arthur Street and Addison Street.
· Amendment of the existing 9am-6pm Mon - Sat restriction on the entrance of the Wesley Street car park. It is proposed that this area be subject to a no waiting at any time restriction.

3.0 Current Situation

3.1 An objection to this scheme has been submitted by a resident of 28 Arthur Street, Crook. This report is to provide Members with relevant information to make a decision with regard to this objection.


4.0 Objection

4.1 This resident has objected to the proposal to implement a ‘No Waiting at Any Time’ restriction at the junction of Arthur Street and Addison Street. The objector states that she is disabled and requires access into her property and claims that people would start to park in front of her house.

4.2 The objector has been informed that as long as a vehicle is taxed, tested and insured, it is permitted to park on the public highway so long as it is not causing an obstruction. Parking in areas of public highway without waiting restrictions is allocated on a first come first served basis. The proposed waiting restrictions at this particular location are approximately 15m from the objector’s property. The restrictions are proposed to improve road safety and visibility at this location and it is not anticipated that they will have any significant adverse effect on parking availablility.

5.0 Local Member Consultation

5.1 The Local Members, Councillors Pendlebury and Carroll, have been consulted and support the proposal.

6.0 Summary

6.1 There are no additional outstanding objections to the scheme apart from the one outlined above.

6.2 Durham Constabulary fully support the proposals.

6.3 Wear Valley District Council have been consulted and are in support of the scheme.

7.0 Recommendations and Reasons

7.1 Members are recommended to endorse the proposal to set aside the objection and to proceed with the scheme.
