DURHAM COUNTY COUNCIL
At a Meeting of the
Highways Committee held at the County Hall, Durham on
Wednesday 11 June 2008 at 10.00 a.m. Present: Councillor D Morgan in the Chair
Members: Councillors Arthur, Bailey, A Bainbridge, Burnip, C Carr, NC Foster, Hancock, Hugill, Magee, C. Potts, Shiell, B Wilson, M Wood, and Wright.
Other Members: Councillors B Bainbridge, Barnett, Cox, Dixon, J Hunter, Laing, Moran, A. Naylor, Rodgers, L. Thomson, Allen Turner, and Williams.
Apologies for absence were received from Councillors Bell, O Johnson, and C Woods.
A1 Welcome from the Chairman The Chairman welcomed everyone to the meeting of the Highways Committee.
A2 Training- Role of the Highways Committee Members of the Committee received a training session from officers of the Authority. Mr R Elphick, Acting Corporate Director, Environment introduced officers from his service area and from Corporate Services. He explained the types of issues that would be for consideration of the Committee, the delegations to the Corporate Director, Environment, and that the role of the Committee was on a consultative basis.
Mr D Wafer, Acting Head of Highway Management Services gave a presentation to the Committee about issues relating to traffic calming, speed limits, parking controls, crossings, tables and chairs, traffic management, and bus stops (for copy of slides of presentation see file of Minutes).
Mrs P Holding, Solicitor, gave a presentation to the Committee on procedures and decision making. This included the functions of the Committee, traffic matters, role of the Chairman, objectors and supporters, site visits, members interests, pre-determination, lobbying, quasi:judicial proceedings, decision making, and the role of Members (for copy of slides of presentation see file of Minutes).
