DURHAM COUNTY COUNCIL


At a Meeting of the Highways Committee held at the County Hall, Durham on Wednesday 10 December 2008 at 10.00 a.m.

Present:
Councillor D Morgan in the Chair

Councillors Arthur, Carr, Cox, Hancock, Hugill, Hunter, Johnson, Magee, D Marshall, Maslin, B Myers, Naylor, Rodgers, Shiell, Southwell, Stradling, Todd, Tomlinson, Wilkes, B Wilson and Wright.

Other Members:

Councillor Bleasdale, Cox, D Myers, B Ord, Plews and Williams.

Apologies for absence were received from Councillors J Bailey, Burnip, M Woods, and Zair.

A1 Minutes

The Minutes of the meeting held on 24 October 2008 were agreed as correct and signed by the Chairman.

A2 St Andrews Primary School, Bishop Auckland - Proposed School Keep Clear Markings & Extension to existing ‘No Waiting & No Loading At Any Time’ Restrictions

The Committee considered a report of the Corporate Director, Environment regarding the objections to the proposal to introduce a traffic regulation order for the proposed school keep clear markings (for copy see file of Minutes).

In response to a question from Councillor Wilkes, the Corporate Director, Environment advised that as a consequence of the restrictions 3 or 4 cars would be dispersed elsewhere. He pointed out that the school is in support of the proposal.

Councillor C Carr enquired about the position with travel plans for schools. The Corporate Director, Environment advised that the Authority is well on track for every school in the county to have a School Travel Plan in place by 2010.This would be the subject of a presentation at a future meeting.

Resolved:

The report together with the recommendations included therein be approved.

A3 Request for a Puffin Crossing on C16a at Delves Lane, Consett

The Committee considered a report of the Corporate Director, Environment regarding the outcome of investigations into proposals to provide a formal light controlled pedestrian crossing on the C16a at Delves Lane, Consett (for copy see file of Minutes).

Councillor O Johnson advised that there is much new build in the area, the road is used as a short cut to the town centre and consequently it is a very busy road.

Councillor Young, the Local Member, advised that people living in the area have requested this measure for six years and he asked that Members support the installation.

In response to a question from Councillor Wilkes, the Corporate Director, Environment advised that as a consequence of the restrictions one car would be dispersed elsewhere.

Councillor Arthur advised that in his area the Head Teacher had been advised that should he want a pedestrian crossing he would need to find the funds for it.

Councillor Southwell advised of his support for the scheme, however requested that other schemes be looked on favourably that did not meet the set criteria.

Resolved:

The report together with the recommendations included therein be approved.
