Scrutiny Sub-Committee for the Development of Lifelong Learning

26 September 2005

Work Programme

Report of Head of Overview and Scrutiny

Purpose of the Report

1 To explain the Sub-Committee’s work programme.

Background
2 Under the new Constitution, the Sub-Committee, following consultation with the Chairman and Vice Chairmen of the main Committee, sets its annual work programme.

3 The Work Programme provides the opportunity to plan the work for the Sub-Committee. This needs to be kept under review but provides a guide in terms of forward planning and project management.

4 A project to consider Lifelong Learning for Over 50s in County Durham has started with a Position Statement. The original intention was to consider ways in which residents in residential care might have an improved quality of life. Services for older people is an investment priority area for the Council. In considering this issue, it became clear that lifelong learning issues need to be established at a much earlier age. For this reason, the terms of reference have been widened somewhat to consider lifelong learning for the over 50s. A visit will be taking place shortly to meet with a local group arranged through Age Concern. This will be an opportunity to discuss issues directly with local people. A range of meetings will need to take place to conclude this project.

5 A project to consider Education in the Community has also started. This is one of the priority areas for improvement for lifelong learning. A Position Statement from the Education in the Community Service has been provided and it has been agreed that this project will look specifically at youth services. Again, a wide range of bodies will need to be involved in this investigation. Visits to local youth facilities will be starting shortly.

6 Working groups have been formed for each of these projects. If any Members wish to add their name to serve on these working groups could they please let the Chairman, Councillor Alan Cox, know?
