Scrutiny Sub-Committee for the Development of Lifelong Learning

1. To explain the attached interim report about the Youth Service.

Background

2. A Scrutiny project has been underway to consider Youth Services in County Durham. Some information has been gathered and a visit was made to the mid-Durham Projects Club.

3. Information has also been provided about the financial arrangements for the County Council’s Youth Service. In particular, the way funding is distributed across the County has been considered.

4. Government guidelines now require a strategic approach to the Youth Service with minimum standards and targets. The Youth Service will also be assimilated into the Children’s Service in the near future. These changes suggest that it would be timely to revisit the funding arrangements for the Youth Service, particularly the way funding is distributed. The attached report explains in more detail the reasons for this suggestion which will need to be considered by the Cabinet.

5. You are recommended to approve the attached report for submission to Cabinet.
