To consider establishing a partnership approach to the provision of horticultural services within the Borough.
The Borough Council currently undertakes some horticultural work for Town and Parish Councils on a contractural basis and has some minor partnership arrangements in place whereby maintenance activity has transferred or equipment/facilities are shared. The Council’s in-house team undertakes all the Council’s horticultural work other than in Spennymoor and Ferryhill that is currently carried under contract by JWS Landscapes, which expires at the end of January 2007.
The Borough Council is committed to reviewing its services to ensure quality and value for money is being achieved. It is therefore thought opportune to assess if the current area based contractural split is still relevant, or if changes can and should be made to provide more effective, efficient service provision particularly via potential partnership working.
