To authorise the service (by Mark Jackson, Head of Transport and Contract Services) of those notices pursuant to section 289/section 290 of the Highways Act 1980 as set out in the report which are necessary in connection with the proposed Toft Hill bypass scheme in order to facilitate the undertaking of surveys of the Land (as defined within the report) including entry onto the Land.
