Dual Driver and Operator Licence Minutes: The Chair welcomed the applicant and his solicitor to the meeting and introductions took place.
Consideration was given to the report of the Corporate Director, Neighbourhood Services which was to consider and determine any action necessary regarding the licence holder’s dual hackney carriage and private hire driver licence and private operator licence, a copy of which had been circulated.
The Licensing Team Leader informed Members that the dual hackney carriage and private hire driver licence and private operator licence had been suspended by the Sub-Committee on 17 November 2011 pending further information and was to be reviewed in 6 months.
Members were advised that the matter had been returned to the Sub-Committee prior to the six month period because of circumstances which were outlined in the report.
The Sub-Committee heard representations from Durham Constabulary. The licence holder’s representative presented his case on behalf of the licence holder.
Following all representations, Members deliberated the application in private at 2.45 pm.
After reconvening at 3.15 pm the Chair delivered the Sub-Committee’s decision.
RESOLVED
That the suspension agreed at the meeting of the 17 November 2011 be removed and the licence holders dual hackney carriage and private hire driver licence and private operator licence be revoked on the grounds that he was not deemed to be a ‘fit and proper’ person.
