1.	Declarations of Interest, if any. Minutes: There were no declarations of interest.
2.	Minutes of the meeting held on 9 December 2010. PDF 35 KB Minutes: The minutes of the meeting held on 9 December 2010 were approved subject to minute numbered B8, Application for the Grant of a Hackney Carriage Driver’s Licence, being amended to read that the Sub-Committee’s decision had been reached by a majority vote.
3.	Such other business as, in the opinion of the Chairman of the meeting, is of sufficient urgency to warrant consideration. Minutes: There were no additional items of business to be considered in the open part of the meeting.
4.	Application for the grant of a Joint Hackney Carriage/Private Hire Driver. View the reasons why item 4. is restricted View the background to item 4. View the decision for item 4. Minutes: The Chair welcomed the applicant to the meeting and introductions took place. Consideration was given to the report of the Corporate Director, Neighbourhood Services which asked the Sub-Committee to consider and determine the application for the grant of a Joint Hackney Carriage/Private Hire Driver’s Licence, a copy of which had been circulated. The report included a copy of the applicant’s CRB disclosure, application and driving licence. The Sub-Committee heard representations from Durham Constabulary. The applicant presented his case and responded to questions following which Members of the Sub-Committee retired to deliberate in private at 2.20 pm. After reconvening at 2.30 pm, the Chair delivered the Sub-Committee’s decision. RESOLVED That the application for the grant of a Joint Hackney Carriage/Private Hire Driver’s Licence be granted as the applicant was deemed to be a ‘fit and proper’ person.
5.	Application for the grant of a Hackney Carriage Driver Licence. View the reasons why item 5. is restricted Minutes: The Chair welcomed the applicant and his representative to the meeting and introductions took place. Consideration was given to the report of the Corporate Director, Neighbourhood Services which asked the Sub-Committee to consider and determine the application for the grant of a Hackney Carriage Driver’s Licence, a copy of which had been circulated. The report included a copy of the applicant’s CRB disclosure, application and driving licence. The Sub-Committee heard representations from Durham Constabulary. The applicant presented his case, and together with his representative responded to questions following which Members of the Sub-Committee retired to deliberate in private at 2.45 pm. After reconvening at 2.50 pm, the Chair delivered the Sub-Committee’s decision. RESOLVED That the application for the grant of a Hackney Carriage Driver’s Licence be granted as the applicant was deemed to be a ‘fit and proper’ person.
6.	Hackney Carriage Driver Licence. View the reasons why item 6. is restricted Minutes: The Chair welcomed the applicant to the meeting and introductions took place. Consideration was given to the report of the Corporate Director, Neighbourhood Services which asked the Sub-Committee to consider and determine any action necessary regarding a Hackney Carriage Driver’s Licence, a copy of which had been circulated. Members were also provided with additional information regarding the applicant. The Sub-Committee heard representations from Durham Constabulary and a complainant. The applicant presented his case and responded to questions following which Members of the Sub-Committee retired to deliberate in private at 3.10 pm. After reconvening at 3.35 pm, the Chair delivered the Sub-Committee’s decision. RESOLVED That the Hackney Carriage Driver’s Licence be revoked as the applicant was not deemed to be a ‘fit and proper’ person. CHAIR…………………………….. DATE……………………………..
