Moved by Councillor Laing, Seconded by Councillor Marshall that the circulated list of Chairmen and Vice-Chairmen of Committees and Sub-Committees be approved.

Councillor Hopgood informed Council that the recent Ofsted report on Children and Young People’s Services in Durham had stated that arrangements for scrutiny by political and senior leaders were not sufficiently robust and moved that Councillor M Simmons be appointed as Vice-Chairman of Children and Young People’s Overview and Scrutiny Committee.  Seconded by Councillor N Martin.

 Councillor J Armstrong, Chairman of the Overview and Scrutiny Management Board informed the Council he could not support the appointment of Councillor Simmons as Vice-Chairman of the Children and Young People’s Overview and Scrutiny Committee because he did not consider her a sufficiently proactive Member of that Committee.  Councillor Hopgood replied that Councillor Simmons was the Liberal Democrat representative on the Committee and asked Councillor Armstrong to retract his statement.  Councillor Armstrong refused.

Councillor C Marshall informed Council that Cabinet had taken action to address issues raised in the Ofsted report and moved that the Amendment be put to the vote.

Upon a vote being taken the Amendment was Lost.

That the following list of Chairmen and Vice-Chairmen of Committees and Sub-Committees be approved.
