Application for the Grant of a Private Hire Driver's Licence

Minutes:

The Chairman welcomed the Applicant and his supporter to the meeting and introductions were made.

 

The Committee considered the report of the Corporate Director Adults and Health Services which requested Members to determine the suitability of the Applicant to be licenced as a Private Hire Driver (for copy of report, see file of minutes).

 

The Licensing Team Leader provided Members with two references that the Applicant had provided, one of which had been verified.

 

Clarification was sought form the Applicant on the date of his application. The Applicant confirmed that it was 2016 and not 2015 as stated on the application form.

 

The Chairman sought clarification if the Applicant had completed and passed the DVSA taxi driver assessment test. The Applicant confirmed that he had not taken the test.

 

A representative from Durham Constabulary was in attendance and provided Members with background information in respect of the matter detailed in the report and confirmed that the Applicant had no motoring offences. Members and the Applicant were given the opportunity to ask questions.

 

The Applicant was invited to address the Sub-Committee and responded to questions.

 

All parties were invited to sum up then the Sub-Committee retired to deliberate the application in private at 10.20 am. After re-convening at 10.35 am the Chairman delivered the Sub-Committee’s decision.

 

Resolved: That the Applicant be grated a Private Hire Driver Licence subject to him successfully completing a DVSA taxi driver assessment test within 2 months.
