Application for the Grant of a Hackney Carriage Driver Licence

Minutes:

The Chairman welcomed the Applicant and their Solicitor to the meeting and introductions were made.


Consideration was given to the report of the Licensing Team Leader which requested the Sub-Committee to consider and determine the application for the Grant of a Hackney Carriage Driver (for copy see file of minutes).

 

The Licensing Enforcement Officer presented the report and the Applicant’s Solicitor was given the opportunity to ask questions.  Members were given the opportunity to ask questions.

 

A representative from Durham Constabulary addressed the Sub-Committee and responded to a number of questions from Members and Officers.

 

The Applicant’s Solicitor addressed the Sub-Committee on behalf of the Applicant and Members were given the opportunity to ask questions.

 

The Applicant’s Solicitor summed-up before the Sub-Committee retired to deliberate the application in private at 12.25 p.m.

 

After reconvening at 12.40 p.m. the Chairman delivered the Sub-Committees decision.

 

Resolved

 

That the application for the Grant of a Hackney Carriage Driver Licence be refused as the Applicant was not deemed to be a fit and proper person.

 

The Applicant became aggressive and verbally abusive towards the Chairman as he was delivering the Sub-Committee’s decision and following the decision, was asked to, and escorted from the room by the Police Sergeant in attendance.
