Application for the Ongoing Suitability of a Hackney Carriage Driver

Minutes:

The Chairman welcomed the Licence Holder and his Solicitor to the meeting and introductions were made.

 

The Committee considered the report of the Corporate Director of Adult and Health Services which requested Members to determine the ongoing suitability of the Licence Holder to continue to be licenced as a Hackney Carriage Driver (for copy of report, see file of minutes).

 

The Licensing Team Leader presented the report and circulated a copy of a reference that the Licence Holder had provided which had been verified. Members and the Licence Holder and his Solicitor were given the opportunity to ask questions of the Officer.

 

Durham Constabulary were unable to attend the meeting but had provided a statement containing any information held on their records.

 

The Licensing Enforcement Officer presented the enforcement report. Members and the Licence Holder and his Solicitor were given the opportunity to ask questions of the Enforcement Officer.

 

The complainants were then invited to join the meeting to present their statement and to answer any questions from Members and the Licence Holder and his Solicitor.

 

The Licence Holder and his Solicitor were invited to address the Sub-Committee and respond to questions.

 

All parties were invited to sum up then the Sub-Committee retired to deliberate the application in private at 2.30 pm. After re-convening at 2.50 pm the Chairman delivered the Sub-Committee’s decision.

 

Resolved: That the Licence Holder’s Hackney Carriage Driver Licence be revoked with immediate effect as he was not considered to be a fit and proper person.
