Application for the Ongoing Suitability of a Hackney Carriage and Private Hire Driver

Minutes:

The Chairman welcomed the Licence Holder to the meeting and introductions were made.

 

The Sub-Committee considered the report of the Corporate Director of Adult and Health Services which requested Members to determine the ongoing suitability of the Licence Holder to continue to be licensed as a Hackney Carriage and Private Hire Driver (for copy see file of Minutes).

 

The Licensing Enforcement Team Leader presented the report on behalf of the Licensing Team and Members and the Licence Holder were given the opportunity to ask questions of the Officer.

 

The Licensing Enforcement Team Leader presented the enforcement report and responded to questions.

 

The representative from Durham Constabulary confirmed the previous convictions of the Licence Holder as detailed in the report and advised of a further driving offence. The Officer responded to questions.

 

The Licence Holder was then invited to address the Sub-Committee and responded to questions from Members and Officers.

 

All parties were invited to sum up and the Sub-Committee retired to deliberate the application in private at 2.50pm. After re-convening at 3.10pm the Chairman delivered the Sub-Committee’s decision.

 

Resolved:

 

That the Licence Holder’s Hackney Carriage and Private Hire Driver Licence be revoked with immediate effect as he was not considered to be a fit and proper person.
