Application for the Ongoing Suitability of a Hackney Carriage Driver and Vehicle Licence Holder

Minutes:

The Chairman welcomed the Applicant and his supporter to the meeting and introductions took place.

 

The Committee considered a report of the Corporate Director of Regeneration and Local Services, to determine the ongoing suitability of a Hackney Carriage and Vehicle Licence Holder (for copy see file of minutes).

 

The Licensing Team Leader presented the report and Members and the Licence Holder were given the opportunities to ask questions.

 

The Licensing Enforcement Officer presented the Licensing Enforcement Team Committee Referral Report.

 

Members and the Licence Holder were given the opportunity to ask qustions.

 

A representative from Durham Constabulary was in attendance to provide Members with background information in respect of the matters detailed in the report.

 

The Licence Holder was invited to address the Sub-Committee and Members and Officers were given the opportunity to ask questions.  The supporter addressed the Sub-Committee with a statement regarding the Licence Holders good character.

 

The Consumer Protection Officer asked a number of questions and the Solicitor clarified legislation with regards to matters outlined in the report.

 

After summing up the Sub-Committee retired to deliberate the application in private at 2.20 p.m.  After reconvening at 2.40 p.m. the Chairman delivered the Sub-Committees decision.

 

Resolved:

 

That the Licence Holder’s Hackney Carriage Driver Licence and Vehicle Licence be revoked with immediate effect as the Licence Holder was not deemed to be a fit and proper person.
