Application for the Ongoing Suitability of a Hackney Carriage Proprietor

Minutes:

The Chairman welcomed the Proprietor to the meeting and introductions were made.

 

The Sub-Committee considered the report of the Corporate Director, Regeneration and Local Services which requested Members to consider the suitability of the Proprietor to continue to be licensed as a Hackney Carriage Proprietor (for copy of report, see file of minutes).

 

The Licensing Enforcement Officer was in attendance to answer questions.

 

Representatives from Durham Constabulary were in attendance and confirmed the information contained in the report.

 

The Proprietor was invited to address the Sub-Committee and responded to questions from Members.

 

The Proprietor indicated that he would be withdrawing from the meeting. At 4.07 pm the Proprietor left the meeting and was escorted by Durham Constabulary.

 

Councillor Carr indicated that due to the Proprietors comments towards him he was now prejudiced and withdraw from the meeting accordingly.

 

Councillor Carr withdrew from the meeting and Councillor Surtees took the Chair.

 

The Sub-Committee retired to deliberate the application in private at 4.15 pm. After re-convening at 4.20 pm the Chairman delivered the Sub-Committee’s decision.

 

Resolved: That the Hackney Carriage Proprietor licence be revoked under the Local Government Miscellaneous Provisions Act 1976.
