The Council considered a report of the Corporate Director of Resources which provided information on the robustness of the estimates and the adequacy of reserves in the Council’s Budget for 2020/21 (for copy see file of Minutes).
That the Council have regard to the statement when approving the budget and the level of Council Tax for 2020/21.
The Chair reminded Council that under Paragraph 14.6 of the Council Procedure Rules a recorded vote was required for each of the budget and council tax items, including the amendments. The voting record would be detailed in the Minutes.
Councillor J Robinson moved that Agenda Item Nos. 9 and 10 be considered together as they were inextricably linked. This was seconded by Councillor A Laing. The Head of Legal and Democratic Services advised Council that the Council Procedure Rules allowed for such a Motion and that it was appropriate to consider both Items together. With two Items being considered together, the allotted time for the proposer and seconder would double, with Group Leaders each being allotted 10 minutes, Movers 10 minutes, Seconders 6 minutes and other speakers 3 minutes.
