Consideration of the Ongoing Suitability of a Private Hire Driver

Minutes:

The Chair welcomed the Licence Holder to the meeting and introductions were made.

 

The Chair advised the Licence Holder that all Members had read the circulated additional information and had viewed the footage of the incident.

 

The Sub-Committee considered the report of the Corporate Director of Neighbourhoods and Climate Change that asked Members to consider the ongoing suitability of the Licence Holder to continue to be licensed as a Private Hire Driver (for copy of report, see file of Minutes).

 

The Licensing Enforcement Officer presented the report and advised Members that all the circulated character references had been verified except for one. Members and the Licence Holder were given the opportunity to ask questions of the Officer.

 

A representative from Durham Constabulary was in attendance to present her statement that had been circulated to Members prior to the meeting. Members and the Licence Holder were given the opportunity to ask questions of the Officer.

 

The Licence Holder was invited to address the Sub-Committee and responded to questions from Members and Officers.

 

After all parties had been given the opportunity to make a closing statement, the Chair asked all parties whether they had had a fair hearing, and all responded to say that it had been fair.

 

The Chair then advised the Licence Holder that the Sub-Committee would retire to deliberate the application in private and the Licence Holder would be notified of their decision later today.

 

The Sub-Committee retired to deliberate the application in private at 11.30 am.

 

Resolved: That the Licence Holder’s Private Hire Driver Licence be revoked with immediate effect in the interests of public safety.
