Motions on Notice

Councillor P Molloy to Move

The Council’s Armed Forces discount enables all serving personnel, both regular and reserve, to take advantage of an 18% discount on gym or swim memberships. The approach was one of two additional ways of supporting members of the armed forces. It was agreed to implement this to help retain the Council’s Gold Award status in the Ministry of Defence’s Employer Recognition Scheme.

The Council does not currently provide armed forces veterans per se with a discount on gym or swim membership.  To keep this Council in line with its commitment to the armed forces covenant, I would like to propose that this Council acknowledges that armed forces veterans are part of the armed forces community and resolves:

i),To request that the relevant Portfolio Holder and Armed Forces Champion review the discount scheme  (with relevant Officers) to consider extending the armed forces discount for gym and swimming memberships to veterans.

Councillor R Crute to Move

The current Council Tax system is outdated, unfair and no longer fit for purpose. Therefore, this council agrees to pursue every available opportunity – including the involvement of appropriate government departments and other agencies as necessary – to consider the benefits and feasibility of adopting a fairer system in the form of a Proportional Property Tax.

Minutes:

Councillor P Molloy informed Council that the Cabinet Member for Adult and Health Services and the Council’s Armed Forces Champion had discussed the Motion and the Cabinet supported the idea of extending the discounted rates of gym and swim membership at Council leisure centres to veterans of all ages.  These would be introduced under Officer Delegated Powers from 1 April 2022 and as such Councillor Molloy withdrew his Motion.

Moved by Councillor R Crute, Seconded by Councillor K Shaw:

The current Council Tax system is outdated, unfair and no longer fit for purpose.  Therefore, this council agrees to pursue every available opportunity – including the involvement of appropriate government departments and other agencies as necessary – to consider the benefits and feasibility of adopting a fairer system in the form of a Proportional Property Tax.

An Amendment was Moved by Councillor R Bell, Deputy Leader and Portfolio Holder for Finance, Seconded by Councillor A Shield, Cabinet Portfolio Holder for Equality and Inclusion:
