Barnard Castle Parking & Waiting Restrictions, Traffic Regulation Amendment Order 2024

Minutes:

The Committee considered a report of the Corporate Director of Regeneration, Economy & Growth regarding objections received to the consultation concerning proposed changes to the Traffic Regulation Order (TRO) in Barnard Castle to introduce no waiting at any time restrictions (for copy see file of minutes).

 

The Strategic Traffic Manager provided a detailed presentation which outlined four locations as detailed in the report and included site location plans, aerial photographs, photographs of the sites, objections received and details of the proposal to introduce Barnard Castle (Parking and Waiting Restrictions) Traffic Regulation Amendment Order 2024.

 

He went on to outline objections received for each of the four application locations following a period of consultation. The application for Vere Road/Commercial Yard had received two objections to the informal and four to the formal process, one of which had been an objection to all four of the application locations. Newgate had received no informal objections and one formal objection that related to all four locations. The Sills (adjacent to Barnard Castle bridge) had received five in favour, no informal objections and one formal objection that related to all four locations. Flatts Road had received no informal objections and one formal objection that related to all four locations.

 

Deborah Arnold, Senior Civil Engineering Technician responded to a question from Councillor Ormerod with regards to an objection received that related to the 4 locations. She added that the objection outlined the need for wider review of parking regulations including the Market Place in Barnard Castle however a response had been sent that no further changes were expected at this time.

 

There were no further comments from Members or Officers.

 

Councillor R Robson commented that he knew the Barnard castle area and parking violations were an issue, he therefore Moved that the recommendation be agreed. This was Seconded by Councillor R Manchester.

 

Upon a vote being taken the Committee unanimously:

 

Resolved: That the Committee endorsed the proposal, in principle, to introduce the Barnard Castle (Parking and Waiting Restrictions) Traffic Regulation Page 5 Amendment Order 2024, with the final decision to be made by the Corporate Director under delegated powers.
