The Panel considered a report of the Monitoring Officer which detailed the draft rules of procedures for the Panel with a view to them being approved by the fully constituted Panel.

In response to comments raised, the Monitoring Officer clarified points on quorum, allowances and named substituted members.

Resolved:

That the draft rules of procedure be agreed, subject to the addition of a named substitute per member being incorporated into the procedure.
