The Panel considered a report of the Monitoring Officer that proposed the selection criteria, advertising arrangements together with the membership of the appointment panel required to appoint the two Independent Co-opted Members to the Panel (for copy see file of Minutes).

The Monitoring Officer advised the selection panel would need to comprise of at least one representative from each of the constituent authorities. The Panel felt that five members would be appropriate. It was suggested that the five panel members be appointed, together with one reserve.

The Panel discussed and agreed that the appointment panel would appoint on ability, and the criteria should not necessarily be one person from each of the areas of County Durham and Darlington.

Resolved:

(i)        That the selection criteria and advertisement of positions be approved;

(ii)       That five members be appointed to the selection panel: Councillors Boyes, Campbell, Haszeldine, Huntington and Laing, and Councillor Harker be appointed as reserve.
